The Minutes

Minutes of a Parish Council Meeting of Broomfield Parish Council held via Zoom video conference on Tuesday, 8th September 2020 when the following business was conducted.

Present: Councillors Richard Coate, Alicia Aras, Stephen Hughes and Stephen Tierney

In Attendance: Clare Winter (Clerk), Councillor Bradford and 6 members of the public

  1. Apologies for absence

None received.

  • Declaration of members’ interests:

None received.

  • Previous Minutes

The Minutes of the meeting held on 20th February 2020 were unanimously approved.

  • Election of Chair and Vice Chair

Adjourned to the next meeting.

  • Commons Management

The commons management agreement that was signed off at a previous meeting has not been adhered to and there is a need for clarity regarding what we should be doing moving forward.

More trees have been affected than originally thought and the workers on site should have more flexibility to make decisions.  If there is a health and safety risk, then the tree needs to come down.

It was unanimously approved that the contractors could return to site and continue with the works detailed under the commons management agreement and that the Parish Council would attend a site visit to discuss any further works required.  This would then be discussed further at a future extraordinary meeting.

  • Grass Cutting

It was unanimously agreed that the village hall grass cutting should go ahead and payment will be approved upon receipt of an invoice for all works carried out to date.

  • Linkup Contributions

It was unanimously approved that a £200 grant donation be made to the Linkup Magazine.

  • Meeting Dates

The scheduled meeting dates for 2020/2021 are Tuesday, 17th November and Tuesday, 23rd February.

  • Planning

10/20/00005/ – erection of singled storey extension to side (West) elevation, on site of existing garage and annex (to be demolished), erection of a two storey extension to rear (North) elevation, alterations to fenestration and erection of a detached garage and annex.

It was unanimously agreed to support this application with the following comment: it was stated that the new garage is not within any tree fall areas – this is not accurate as it is close to some fairly big trees.

  1. Parish Website

The Broomfield Parish Council website needs to be updated and made more user friendly.  It was unanimously agreed that the Clerk would look at how many hours would be needed to bring this up to standard.

  1. Finance

The schedule of cheques was unanimously approved.

  1. Co-option of Councillor

Paul Trolley has resigned from his position of Chair of Broomfield Parish Council and a new member will need to be co-opted.

The meeting was closed at 21:15

The next Parish Council Meeting will be on Tuesday, 17th November at 7 pm.

Signed _____________________________ (Chairman) 17th November 2020.
