Minutes of a Meeting of Broomfield Parish Council
held on Tuesday 4th June 2019, 7.30 pm, Broomfield Village Hall

Present: Cllr Paul Trolley (Chairman), Cllr Richard Coate, Cllr Alicia Aras, Cllr Stephen Hughes, District Cllr Alan Bradford, County Cllr Bill Revans, Peter Hall (Clerk), 7 members of the public.

1) Apologies for absence:

2) Co-option of Parish Councillor:
Three applications had been received for the vacancy following the recent election. All had submitted a statement which had been considered by Councillors. Following a vote it was agreed to co-opt Mr. Stephen Tierney on to the Council. Mr. Tierney signed a Declaration of Acceptance of Office and joined the Committee.

5) Approval of Minutes:
The minutes from the meeting on 16th April 2019 and the annual meeting on 7th May had been previously circulated and were approved and signed by the Chairman.

6) Matters arising from the Minutes:
• Somerset Wood – the Clerk was still attempting to clarify the request for financial support from Cheddon PC.

7) Broomfield Common management plan:
The Chairman reported that he had received a re-drafted Management from Bill Jenman at the AONB Service. It was noted that 87% of the trees on the Common are Ash and therefore subject to dieback. It was agreed that management action was necessary to preserve the character of the Common and the opportunity of lottery funding should be taken if possible. There would be no development which would be likely to increase public use of the Common.

It was agreed that the plan would be published on the Parish website and asummary written for the July Link-Up with comments invited by the end of August for consideration at the September PC meeting.

8) Highways update:
The Chairman reported that some patching had been carried out. He agreed to write to Highways regarding the flooding on the Rooks Castle road which needs to be resolved during the summer months.

9) Rights of Way update:
Cllr Aras stated that she had attended a recent meeting of the Somerset Local Access Forum at which it was noted that applications to amend the definitive map had to be submitted by 2026.

She would be writing an article for Link-Up inviting Parishioners to adopt a path.

10) Quantock Hills JAC
District Councillor Bradford reported that there were potential funding issues for the AONB Service following the amalgamation of Taunton Deane and West Somerset District Councils. However the 10 year management plan for the AONB had been approved.

11) Relationship with the National Trust:
Following the introduction of car park charging at Fyne Court there have been issues with car parking and litter along the Avenue on event days, with emergency vehicle access compromised.

It was agreed that the Chairman would write to the senior manager at Holnicote inviting him to attend the next meeting to discuss their future plans.

12) Planning applications since last meeting:
– 10/19/00003 – Change of roof tiles from double romans to slate at Owls Barton – permission granted by SDC.

13) Finance:
• The Clerk reported that following a national pay review for Clerks his salary should rise from £93.41 to £97.70 per month. This was agreed and the Clerk was thanked for his ongoing support and advice to the Council.
• The following payments were agreed:
o Sedgemoor DC (uncontested election fee – £100
o Broomfield PCC (annual grant) – £200
o Broomfield Village Hall (grass cutting in car park) – £260
o Ann Manders (PAYE administration) – £25

14) Urgent Matters to Report:
• The Clerk noted that the Quantock Orienteers would be holding a junior training event on Broomfield Hill Common on 28th September.
• Grass cutting on the paths on the two Commons would continue as in previous years, avoiding any orchids still in flower.
• The Chairman would clarify who would be organising the Harvest Supper in 2019 (a date of 4th October is mentioned in the June Link-Up
