Minutes of meeting
25th February 2010, 7.30pm, Village Hall
Persons present: Cllrs Hall (Chair), Odgers (from 8.05pm), Pearson
In attendance: Mrs Rousseau (Clerk), 3 members of the public
As only 2 councillors were present, the meeting was declared inquorate and a discussion took place on the following items:
Chair had spoken to Highways regarding potholes, which will be repaired within 28 days. Flooding along Rooks Castle road also reported.
Chair met with Chris Edwards of AONB re restricted byways signage. 10 more signs have been added to the AONB order, to be made up by ROW team.
Lots of 4×4 activity reported.
No SCC grant next year.
News due from Boundary Commission.
Village Hall – Chair vacant. Some other changes to committee. 14/4 Gospel evening in church. Pumpkin competition went well. Soups and puds successful. Family quiz night not well supported. Current balance of £9300.00. Big Breakfast beginning May. Carol volunteered to take up VH rep.
Quantock Cluster – Chair attended 21/01. Pact – road safety/accidents presentation. Steart Peninsula – presentation from Environment Agency. Intention to flood and create nature reserve. Sort-It plus – extending recycling to plastic and cardboard by November. Hinkely Point – EDF presentation . Main concerns from Cannington and surrounding area. Workshop on future of Quantock strategic cluster. Not able to attend.
Rooks Castle Children’s Home – resident was causing problems, has been moved to secure unit. Hot wired a car and hit neighbour’s wall. Nobody has visited. Tried to steal Carol’s car – left two bedroom keys in the car. Police involved and he was taken to court. Currently under Supervision Order. Currently 2 residents. Rob Jacobs, Beat Officer, concerned and wants to be more involved. Has offered to come to PC meeting.
Village Hall would like to change conditions of use of car park if possible. Clerk in correspondence with National Trust.
Co-option for casual vacancy will be done at AGM. Advert placed in March Link-up.
Chair has drawn up a Parish questionnaire which will be posted to all electors in the Parish.
Cllr Odgers joined the meeting at 8.05pm and the meeting was declared quorate.

Having been previously circulated, the minutes were agreed as an accurate record of the meeting.

Clerk’s report read to Council, covering the following:
4/3 Email sent requesting Moto-cross dates for this year.
10/3 Have been in contact with Nigel Garnsworthy regarding conditions on the use of the Village Hall car park. The matter has been passed to their rural surveyor, Sophie Radnor, and I am awaiting her response.
16/3 Vacancy declared following Cllr Warne’s resignation. No request for an election was made, so the position should now be filled by co-option.
Clerk sourcing quotations for grass and hedge cutting in the Parish car park.

The payments for the quarter were considered
M Rousseau – Clerk’s wages Jan – Mar 2010 £247.80
Broomfield Village Hall – rent £56.00
G D White & partners, hedgecutting £287.21
Peter Hall – website costs £10.00
It was proposed, seconded and voted unanimously that the payments be approved.
14/3 Urgent matters for report only
Quantock Orienteers will be holding a junior event on 26th June
Sedgemoor District Council is reviewing funding of local services, some services/facilities may be cut in the future.
15/3 Public Forum
An increase in burglaries has been reported; bolt cutting of padlocks and stealing chickens and lambs. White vans have been observed in the neighbourhood. Public should note down numbers if seen.
Litter, including a TV, on Broomfield Common.
Reports of possible pheasant enclosure on common land.
